Govt to review Cooperative Societies Acts : Chering Dorjay

The government has constituted a five member high level team to undertake a thorough review of the existing Jammu and Kashmir Cooperative Societies Act, 1989 and the Jammu and Kashmir Self Reliant Cooperative Societies Act, 1999 so that requisite amendments could be made to make these Acts more effective and efficient.Minister for Cooperatives and Ladakh Affairs, Chering Dorjay, informed this while deliberating on the need and importance of bringing in certain amendments in the existing Acts here today.The Minister revealed that these Acts after thorough proposed amendments will be tabled in the current budget session.The Committee shall propose large scale modifications of relevant rules, amalgamation, bifurcation and reorganization of the Cooperative Societies on modern lines which would fit in with the present day needs.

The committee will be comprised of Ghulam Hassan Tantray, Former Commissioner/Secretary Law, Justice and Parliamentary Affairs, as Chairman, Balbir Singh Manhas, senior Advocate of High Court of Jammu and Kashmir, Mohammad Akbar Dar, Retired General Manager, Jammu and Kashmir State Cooperative Bank and Ex-Managing Director, State Agriculture and Rural Development Bank (SCARD Bank) as members besides GM Kullay, Assistant Registrar, Cooperative Societies, J&K as Member-Secretary and Registrar, J&K Cooperative Societies as Convener. The Committee has been mandated to undertake a thorough review of both the existing Acts and come up with a workable amended Cooperative Societies Act.Giving details on the subject, the Minister revealed that the Government intends to seriously take initiatives to offer opportunities so that people can form cooperatives in gainful commercial activities for earning their livelihood in a socially inclusive manner.
