Chief Secretary, B. R. Sharma chaired a meeting of the Committee of Secretaries (CoS) here today and discussed several important issues of different government departments.While reviewing the progress of implementation of various decisions taken in the previous meetings of CoS, the Chief Secretary called for time-bound disposal of important issues in every department, especially of urgent public importance. The issues relating to administrative reforms, expeditious and efficient delivery of services coming in the ambit of Public Services Guarantee Act, mandatory disclosure of information and up-dation of departmental websites, weeding out of old records, file tracking system,  use of Aadhar-enabled Bio-metric Attendance System by the employees, finalization of cases relating to the compassionate appointments under SRO-43, abolition of interviews for junior level posts, abolition of affidavits, finalization of cases of adhoc/consolidated/contractual employees which have been cleared by the Empowered Committee, review of vigilance cases, disposal of pending departmental enquiries by the Administrative Departments, furnishing of Annual Consolidated Report to the State information Commission, submission of reports by departments on the status of replication of award winning initiatives for PM’s Award on Civil Service Day, identification of posts for outstanding sports persons figured prominently in the meeting. 

The Chief Secretary stressed the need for paying focused attention towards these issues.The Chief Secretary also sought the details of such cases of adhoc/consolidated/contractual employees that have been cleared by the Empowered Committee within a week’s time along with status of each case and the reason for delay in its disposal.With a view to ensure the Aadhar-based Bio-metric attendance of the employees, the Chief Secretary directed the IT and General Administration Departments to take immediate measures to bring all the employees under the ambit of this system at the earliest.The Chief Secretary shared the concern of the Chief Minister with the Administrative Secretaries with regard to delay in completion of important infrastructural projects in the State. He asked them to furnish the list of 5-10 major projects which have been prioritized so as to review the progress of their implementation on monthly basis.

He urged all the Administrative Secretaries to personally monitor the progress of every scheme to achieve the tangible results on ground. He stressed the need for a well-knit and synergized approach to remove the bottlenecks, if any, coming in the way of implementation of these programmes. To ensure proper implementation and timely completion of various flagship programmes in the State, the Chief Secretary directed the Administrative Secretaries to undertake frequent tours in the field and share the outcome of their tours.In order to maintain proper record and for speedy disposal of files, the Chief Secretary emphasized the need for re-introduction of File Tracking System. The departments will designate the Nodal Officers for necessary training by the IT Department. It was decided that to begin with, the four departments, i.e. Home, GAD, Planning and Chief Minister’s Secretariat will introduce the system and thereafter the system will be implemented in other departments. Mr. Sharma also called for referring all the vacant posts of various categories under direct quota to the concerned recruitment agencies for their early selection.The Administrative Secretaries briefed the Chief Secretary on the Action Taken Report of various decisions taken in the previous meetings of the CoS.
