Punjab All Set To Roll Out Next Phase Of E-Governance To Provide 351 Citizen Services

Punjab Chief Secretary  Sarvesh Kaushal today finalized the second phase of e-Governance initiative of Punjab Government with a view to providing 351 online citizen services under Right to service Act.Kaushal said that this process would become soon operational which will ensure online availability of all 351 citizen services notified under Punjab Right to Service Act. He said that citizen will be able to fill online forms, make payment online and get the delivery of certificates at home and the applications will be processed electronically by the department officials. He said that delivery of all the 351 services and other citizen utility services like Electricity billing, Water bills, Aadhaar enrolment from Sewa Kendras.It was also informed that a special field campaign would be launched to complete 100 % Aadhaar enrolment for children below 5 years. He said that under this phase II program State Data Center in Mohali would also become operational to provide data management services to all departments of the state. 

Briefing about the program, Mr. Kaushal said that this will bring further improvement in internal efficiency of the Government through effective implementation of e-Office project, Human Resource Management System, Integrated Financial Management System, Integrated Workflow Management System projects.It was also informed that utilization of SMS gateway for delivery of awareness and transaction messages to the citizens by all the Departments. All the departments shall also develop mobile applications for the convenience of the citizens. Mobile Apps will include the apps for users like for farmers related to Agriculture, for Sarpanches related to funds utilization, MGNREGA. Usage of new technology like QR scanning codes / Bar Codes / RF tags for tracking the movement of files/documents for transparency and efficiency.He informed that this program will also digitize all the historic records of various departments like Birth certificates, Court cases data, FIRs, record rooms to enable the delivery of across the counter services. He said that it would also be ensured that all the websites were effectively managed and updated. The e-Hospital project would cater to the management of operations of Government hospitals. 

Mr. Kaushal also said that all the IT/computing related assets of all the departments will also implement Asset Management system to record the inventory and will have standardized location directory. To effectively utilize GIS/GPS maps for planning and management of various Government schemes of the State will also be made functional.Referring to online appointment system for all officers besides “open door policy”, he said that Citizens could apply for the appointments in advance to save themselves of discomfort of waiting.He also said that Court Management system for Revenue and Executive Courts would also be implemented. With the implementation of this service citizens will get advance information about status of their cases, next hearing dates, postponement of dates, copies of judgments etc.All the online applications will have facility of Digital Signatures and all digitally signed documents shall have legal sanctity, added Mr. Kaushal.
