Education Minister calls for evolving framework for effective implementation of No Detention Policy

Minister for Education Naeem Akhtar today called for implementing No Detention Policy and Continuous and Comprehensive Evaluation (CCE) in Education Department in such a way that it will become a game changer and catalyse in emergence of world class talent from the schools.The Minister was chairing stakeholders meeting on State Consultation on No Detention Policy at Elementary level. He said that these new initiatives in education department are the refined versions of age old practice of continuous teacher-child interaction for quality education. "There is a misconception that No Detention Policy means a child won't be failed in an examination. But in reality it means that there would be evaluation in the shape of examination or other mechanism at every step of academic year," said Akhtar.The Minister said that Jammu and Kashmir has a unique position where Right to Education is yet to be implemented and it leaves high scope for further improvement in the education sector. He said that a set of remedial measures should be adopted in order to ensure that the learning level of a child is enhanced. 

The Minister stressed on the need to evolve a mechanism wherein accountability in the system will be strictly implemented. "Both children and teacher need to be put on a scale that continuously monitors and tracks the progress," said the Minister. "No Detention Policy is imminently dispensable concept. So we need to work out a solution that will help streamline every aspect of education sector."The Minister said that CCE and No Detention Policy can be a game changer for education sector as it will have immediate benefits for the society. He dispelled the rumours that state will get away with the Examinations further adding that the new policy will supplement the existing system. "If any candidate fails, he will be given remedial classes and many more chances to pass the examination," said Akhtar. He asked the participants to come out with a comprehensive policy framework comprising of synchronised CCE and NDP, which will be implemented in the state. "Jammu and Kashmir will lead the country in education reform with such a policy," he said.The meeting was attended by Commissioner Secretary School Education, Director School Education Kashmir, officials from Rajasthan, NGO representatives and other officials from all over the state.
