Cutting across the political divide, almost all the legislators today lauded the arduous efforts of the Education Minister, Naeem Akhtar in retrieving the education sector from the mess and restoring its glory.Participating in the debate on Demand for Grants of the Education and allied departments in the Legislative Assembly, the members, cutting across the party lines, lauded the efforts of the Education Minister for initiating path-breaking reforms in this key sector which have started showing positive and tangible results on the ground.The legislators both from opposition and the treasury benches hailed the Minister’s efforts because of which the students of the government schools are now competing shoulder-to-shoulder with their counterparts from the private educational institutions.Praising Mr Akhtar, the legislators said the process of rationalization initiated by the Department will go a long way in strengthening the Education sector in Jammu and Kashmir which was neglected by successive governments while the new transfer policy will address the menace of corruption.The Legislators said the Minister should be supported for bringing back the focus on the Education Department by showing shining results with optimal utilization of resources and infrastructure. They also exhorted other members in the House that there should be no political interference with the functioning of the Education Department.Around 36 members participated in the discussion on Demand of Grants for Education, Youth Services and Sports and Technical Education departments.
Initiating the discussion, Mr. Javaid Hassan Beigh complimented the Education Minister for restoring the glory of the education system in the State. He said a teacher is an institution in itself and stressed on reviving the dignity of the teaching community.Mr Baig said the education system has various loopholes, especially at the university level, which need to be addressed on priority. He also raised the issues of shortage of staff and internal arrangements in schools.Mr. Dina Nath raised the issue of shortage of teachers, drinking water and sanitary facilities in schools. Mr Nath said teachers are being given additional job of carrying out surveys and other such duties like elections which adversely impact the education system in the state. He demanded setting up of a Degree College in his constituency.Mr. Mubarak Gul demanded transparency in conducting various exams by utilizing latest gadgets and technology. He also demanded that Model Schools should be established in each constituency. Mr. Gul called for establishing Degree College in his constituency.Mr. Nawang Rigzin Jora while welcoming the reforms initiated by the Education Department suggested further changes for improving the system. He said the education department should be spared from political interference while proposing consolidation of the resources and infrastructure in existing educational institutions rather than expansion of such institutions.Syed Mohammad Altaf Bukhari stressed on formulation of New Education Policy. He also invited the attention of the Minister towards drop in percentage in enrolment of students at Government schools and demanded that the matter be investigated.
Sheikh Abdul Rashid demanded establishment of Degree College at Langate, besides augmentation in water supply and toilet facilities in the educational institutions in his constituency.Ravinder Raina called for implementation of Right to Education Act in the state. He also demanded introducing Sheena language in the school curriculum.Sheikh Ishfaq Ahmad urged for time bound construction of Central University of Kashmir complex at Ganderbal. He sought filling up of vacant posts of teachers at various schools in his constituency, besides setting up of ITI and renovation of Madr-e-Meharban Stadium, Ganderbal.Hakeem Mohammad Yaseen stressed for imparting quality primary education in government educational institutions. He also demanded setting up of ITIs in erstwhile blocks instead of new blocks.
G M Saroori called for posting of Urdu teachers in educational institutions in his constituency, besides introduction of Kashmiri subject up to secondary level. He also demanded that the vacant posts of teachers in his constituency should be filled up on priority.M Y Tarigami said efforts should be made to thwart the effects of radicalization in the country on students of Jammu and Kashmir. He stressed on proper implementation of transfer policy and addressing dropout rate in government-run schools which he said need immediate attention of the government.
Mohammad Yousuf Bhat demanded upgradation of schools and establishment of Women Degree College in his constituency. He also called for filling up of vacant posts of Masters in the educational institutions in his constituency.Jeevan Lal demanded enhancement of salaries of RET’s to Rs 10000 pm. He also sought filling up of vacant posts of teachers on priority.Bashir Ahmad Dar complained that the process of rationalisation has not been effective in rural areas. He demanded setting up of Degree College and Girls Higher Secondary in his constituency.Agha Syed Rahullah Mehdi demanded setting up of Degree College for Women in Budgam. He also called for streamlining the fee structure in private educational institutions of J&K.Mohammad Akbar Lone called for early establishment of two engineering colleges at Ganderbal and Kathua. He said Rs 24 crore have already been released for these colleges. He also pleaded for sanctioning of Degree College at Hajin.Deldan Namgyal demanded filling up of vacant post of lecturers in his constituency. He said the ZEOs should be provided vehicles so that proper monitoring of schools in far flung areas can be done. He also demanded recognition of Ice-Hockey.Pawan Kumar Gupta said the campuses of the universities should be shifted out of the capital cities of the state. He demanded introduction of Post Graduate courses in Degree College and establishment of Polytechnic College in Udhampur which was sanctioned in 2011.Mohammad Abbas Wani called for early completion of Model Degree College building in his constituency. He also urged the Education Minister for quick identification of site for construction of Girls Hostel.Daleep Singh Parihar demanded establishment of a Degree College and Higher Secondary Schools in his constituency. He also raised the issue of filling up of vacant posts of teachers in his Constituency.
Asgar Ali Karbalaie demanded introduction of job-oriented courses in the University of Kashmir campus at Kargil. He also sought construction of additional accommodation for Degree College and filling up of vacant posts of lecturers in the College. He also urged the Minister to transfer IT Stream to Civil Engineering Stream in the Polytechnic College.Raja Manzoor Ahmad called for early construction of Higher Secondary Schools and Degree College buildings in his constituency. He also demanded introduction of Rehber-e-Khail Scheme.Neelam Kumar Langeh demanded separate Girls Higher Secondary School in his constituency and pleaded that Kendra Vidhyalya School be made functional till land is identified for a permanent campus. He also demanded introduction of Dogri subject at University of Kashmir.Vikar Rasool Wani complained about shortage of teaching staff in schools across his constituency. He also sought early completion of school building under RMSA and SSA.
Javaid Mustafa Mir sought separate toilet facilities for girl students in each school of his constituency. He also demanded monitoring of funds being incurred on development of educational infrastructure under SSA and RMSA.Ranbir Singh Pathania said the educational institutions in J&K have a lopsided student-teacher ratio which must be checked. He also pleaded for implementation of Right to Information Act. He also demanded establishment of ITI at Ramnagar.Gulzar Ahmad Wani demanded that ST population and other backward areas should be exempted from rationalisation process. He also demanded establishment of Degree College for Girls and construction of Indoor Stadium in his constituency.Aijaz Ahmad Mir demanded setting up of Degree College in his constituency.
Devinder Kumar Manyal demanded constitution of Education Committee under the chairmanship of concerned legislators on the pattern of Health and Medical Education department.Usman Abdul Majid demanded implementation of transfer policy and introduction of transfer policy for female ReTs. He also sought speeding up of construction work of all ongoing school buildings and their timely completion. He pleaded for introducing Sports Policy in the State besides construction of Indoor Stadium in Bandipora.Anjum Fazli appreciated the steps taken by the Education Minister and demanded establishment of separate stadia for girls in each region of the state.Choudhary Mohammad Akram demanded filing up of vacant posts of teachers in his constituency.Dr. Krishen Lal sought review of inter district transfer policy. He also demanded posting of Safai Karamcharis in every school in his constituency.Abdul Majid Padder pleaded for filling up of vacant posts of Headmasters in his constituency. He sought exemption of schools from rationalisation policy given the hilly topography of the Noorabad constituency.
Kamal Verma demanded further improvement in education system in hilly areas.Yawar Ahmad Mir suggested that consolidation and expansion need to go together. He also pleaded for improvement in education system and demanded that schools in far-flung areas should be prioritized for development.Noor Mohammad Sheikh said various schools in his constituency face shortage of accommodation which need to be addressed. He also pleaded for development of playfields in his constituency.Abdul Rahim Rather said the present generation of students in J&K are highly talented while stressing on the need for exploring it properly. He pleaded for imparting training to teaching staff.Javaid Rana congratulated opening of mobile schools for Tribals. He said free education to girl child is also a good step and pleaded for provision of free transport facilities for them. He also demanded imparting training to teaching staff.Shah Mohammad Tantray demanded filling of vacant post of teachers in his constituency. He also sought improvement of education system in the state.
