Budget devoid of any hope to overcome increasing economic and social distress: Mohammad Yousuf Tarigami

Stating that central funding under various schemes & packages be not termed as largesse as is being projected by those in power, senior CPI (M) leader and MLA M.Y. Tarigami said that it is State’s due  right as an entity of the federal structure, while speaking in the budget discussion in the house today.The analysis of the budget seems contradictory to the tall claims of the government, as nothing productive & people oriented appear in it. It appears to be one of the symbolic & traditional documents that continue to be presented in the house since long. This one too being devoid of any roadmap to tackle the current serious issues confronting all sections of the society, the CPI (M) leader observed.In his elaborative discussion about the budget, the CPI (M) leader while giving critical analysis said that nothing has been anticipated to plug the pilferage under capital expenditure. The document lacks any policy for absorption of lacks of unemployed educated youth who are restrained from working outside the state in view of the prevailing political intolerant environment in the country. The existing employment schemes are not encouraging Tarigami said and added that no review or analysis has been conducted of these schemes to see whether to continue these or evolve new ones as per the present day requirements. Revival of PSUs is also missing in the budget.

Referring to the Agriculture, Horticulture, Animal Husbandry and the allied sectors, he said that no remedial measures in terms of financial allocations have been suggested for these key sectors of the economy. Neglecting these sectors means betrayal with a major chunk of the population.“You can’t ignore farmers, growers and labour class being the real engineers of the economy” he observed and demanded adequate allocations for revival of these sectors.”Though the Finance Minister has tried to appease few sections through tax exemption but the people as a whole are dissatisfied with this budget as it offers nothing substantial.The Chief Minister is claiming to be the champaign of women empowerment but what about ASHAs, Anganwadi Workers/Helpers, Mid-Day Meal Workers belonging to feminist clown for whom there is not even a mention in this budget statement, he regretted.“Jammu and Kashmir State being victim of different shades of violence nothing substantial is offered for widows, orphans, old aged and disabled.”
