Deputy Chief Minister, Dr. Nirmal Singh informed the House that Rs. 5.96 crore and Rs. 1.83 crore under R-APDRP and IPDS respectively have been proposed for improvement and up-gradation of power scenario in Tral constituency.He said that in order to facilitate early replacement of damaged transformers, workshop at district Pulwama is being established, which will also cater to Tral constituency.Replying to a question by Mr. Mushtaq Ahmed Shah, the Deputy Chief Minister said that the construction of new receiving station is apace under TND and construction of Receiving Station at Aripal has been approved under DDUJY, adding that once these receiving station are commissioned power supply would further improve in Tral area.The Deputy Chief Minister said that regarding deteriorated HT/LT distribution system in the area, the Department has taken concrete measures in phased manner for carrying out system improvement as has been done in other constituencies also. He said that the Department is improving the existing network within the available resources under various programmes. He said that an amount of Rs 10 crore each was released during last three fiscals for the improvement of HT/LT network in the districts of Kashmir Valley, adding that accordingly an amount of Rs 22.92 Lakh have been utilized for improvement of HT/LT network Tral constituency. He said that similarly during current financial year the government has released 25 per cent of the total allocation in respect of the Kashmir valley for the same purpose.
He said that renovation, improvement and up-graduation of vast electrical distribution network of the Kashmir valley requires massive investment and to cater to the demand, centrally sponsored schemes like RAPDRP, IPDS for urban areas and DDUGJY for rural areas have been proposed.In reply to another question by Vikar Rasool, the Deputy Chief Minister said that Rs 87.96 lakh have been released under different heads for strengthening the power infrastructure in Banihal area during the last financial year.The Deputy Chief Minister said that the reasons for the damage of distribution of transformers are overloading, lightening and heavy snow/rain/windstorm besides higher consumption against the registered load by consumers in the area. He said that scheduled and unscheduled power cuts are implemented to avoid overloading 33/11 KV, 4MVA receiving stations Ramsoo, adding that cumulative load on the 11 KV feeders, feeding Ukhral, Ramsoo and Khari area emanating from receiving station Ramsoo is 275 Amp against the installed capacity of 210 Amp. He said augmentation of 33/11 KV receiving station Ramsoo from 4MVA to 6.3MVA has been proposed under DDUGJY.The Deputy Chief Minister said that the construction work of receiving station Ukhrawal has been taken up and Rs 21.86 lakh have been utilized for procurement of material, adding that tenders were also floated for construction of Kheri receiving station.
He said that tenders for extension were also floated, however no response has been received and now last date for receiving the tenders has been extended upto June 08, 2016.The Deputy Chief Minister said that under RGGVY phase second Rs 4.03 crore has been earmarked for Banihal constituency. He said that the building for transformer repair workshop at Banihal has been completed upto roof level and Rs 26 lakh have been utilized against the cost of Rs 50 lakh.In reply to another question by Raja Manzoor, the Deputy Chief Minister informed the House that feasibility for creation of electric sub-Division at Karnah is under examination in consultation with the Finance Department. He said that the DPR for upgradation of Karnah MEP from 2 MW to 12 MW has been formulated by the consultant. He said that the project has been proposed to be constructed under PMRRP.He said that electrification of villages including Keran and Jumgund has been incorporated under DDUGJY scheme for Kupwara district and the same stands sanctioned.Mian Altaf, Mr Mubarak Gul and Mr Abdul Raheem Rather raised supplimentaries to the main question and urged an improvement and upgradation of power infrastructure in their constituencies. They also demanded for early implementation of DDUGJY and other centrally sponsored schemes for strengthening of power scenario in Urban and Rural areas of the State.
