The Government has asked the Deputy Commissioners to create ‘Single Window System’ at tehsil level for providing various services to the people.“The Deputy Commissioners shall be responsible for creating Single Window System at tehsil level for providing various services to the people including issuance of PRCs, income certificates etc,” a circular issued by the Revenue Department reads.“This has become imperative in view of the reports that delivery of services by various subordinate Revenue authorities under PSGA are not being adhered to on one pretext or the other,” the circular reads.Issued on the instructions of the Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari, the circular states that all these services shall have to be provided to the people within set time-frame under the Public Service Guarantee Act (PSGA).

The Deputy Commissioners have also been asked to notify Public Hearing Days at the district and the tehsil levels and convene grievance redressel camps every month in various areas of their respective districts.All the Revenue Officers have been asked to strictly maintain a tour diary and submit the same to the Divisional Commissioner and the Administrative Department, through proper channel, reflecting therein the details of the tours conducted and the work done during the month.As per the circular, the Additional Deputy Commissioners, Assistant Commissioners Revenue, SDMs and Tehsildars shall be personally responsible for ensuring hassle-free services to the public within their domain. “Lack of effective supervision shall invite levying of penalty on the supervisory officers, in the same manner as if they have personally failed to provide the service,” it reads.The Tehsildars have been asked to ensure that the Patwaris sit at an already notified place in their respective Patwar Halqas on every Monday and Thursday. “The Tehsildars shall display the sitting plan in their respective Patwar Halqas on the notice board of the Tehsil Office and at other public places in the respective Niabat/Patwar Halqa, alongwith the cell number of each Patwari,” reads the circular adding; “Failure of the Patwari to remain present in his Patwar Halqa on the specified days without official permission, shall attract a penalty of Rs 5000 besides removal from the Patwar Halqa.

According to the circular, no salary shall be disbursed to the delinquent officer/official, particularly Patwaris and other field and ministerial staff, unless the Tehsildar concerned satisfies himself and certifies that all the services have been delivered to the desirous applicants within the specified time-frame. “The Treasury Officers shall not clear the salary bills without proper certification in this behalf by the concerned DDOs,” it states.The Tehsildars have been asked to maintain separate registers for delivery of public services and submit fortnightly and monthly progress reports to the concerned Deputy Commissioners. “On failure to provide the prescribed service within the given time-frame, besides levying financial penalty on the concerned officer/official, the Deputy Commissioner shall initiate disciplinary proceedings against the delinquent officers/officials,” states the circular.It further reads that all the Naib Tehsildars, Girdawars and Patwaris shall, after every month, submit self-certifying report that no encroachment of Kahcharai, common or state land, besides any unauthorized conversion of agriculture land has taken place within their jurisdiction. “And in case the report is found wrong, the concerned officer/official shall be liable to disciplinary action including removal from the service,” it reads.According to the circular, the Divisional Commissioners shall fix quarterly targets for each Deputy Commissioner regarding removal of encroachments.
