Minister of State for Social Welfare, Ms Asiea Naqash today informed the House that the State Backward Classes policy is under review of the Government adding that the appointment of Chairman for J&K State Backward Classes Commission is also under process.Replying to the supplementaries raised by some members on the main question by Hakeem Mohammad Yaseen, the Minister said that 49 parameters are to be fulfilled while declaring any area as backward. Replying the main question, the Minister informed that State Commission for Backward Classes has examined the villages of Khansahib Constituency namely Khandora Driagam, Wagar and Shamsabad for the socio-economic backwardness and were found not meeting the laid down parameters for backwardness. She said that hence these villages weren’t considered for inclusion / declaration in the list of backward category.The Minister said that the cases with regard to inclusion of villages Saal, Lasipora and Watarpora in the list of backward area are under examination.
Meanwhile, no representations in respect of villages Arnewa, Panzoo, Parthal, Hardwal, Krinshal and Pathwar halqas in Khan Sahib Constituency have been received in the J&K State Commission for backward classes she told the House.Mr. Mubarak Gul, Mr. Mohammad Khalil Band, Raja Muzaffar, Mr. Pawan Gupta, Mr. Usman Majid, Mr. Devinder Singh Rana, Mian Altaf Ahmed and Mr. Shah Mohammad Tantray raised supplementaries to the question and urged early declaration of the areas of their constituencies as backward areas that are already under consideration of the Commission. They also demanded speeding up the working of the Commission besides appointment of its Chairman.
