CPI (M) state secretary and MLA Kulgam Mohammad Yousuf Tarigami Saturday expressed displeasure at non-implementation of the decisions that are taken at the District Development board meetings in Kulgam.Tarigami told KNS that the funds allotted at the DDB meetings and decisions taken for carrying out development are not implemented after the meetings.He said that last year the plan placed before the DDB Kulgam was of order of Rs.126.44 crores and accordingly approved by the Board but it is unfortunate that only 76.24 crores (60%) have been made available to the district and the remaining amount has not been released for priority sectors viz Health , R&B, Education, PHE and NRLM.“Unfortunately the district allocations are so insignificant that they do not meet the developmental aspirations of the District,” he told KNS.Expressing disappointment in slashing fund allocations for this year, Tarigami said that normally there is hike in allocations every year but for district Kulgam the allocations for the year 2016-17 under Capex Budget have been proposed at Rs 123.63 crores as against 126.44 crores for previous year which is less by 2.81 crores.“A meager allocation of Rs.11.06 crores (8.95%) is meant for regular Schemes and Rs. 8.26 Crores (6.69%) as state share for Centrally Sponsored Schemes and the remaining amount of Rs.104.29 Crores ( 85%) has been proposed as Central share /Loan component which normally is not released latter on as has been experienced last year,” he said, adding that the allocations placed before the DDB need to be released by the government.
Over the non-execution of the development decisions at DDB, he said the work is not done even though the decisions are taken before the chief minister of the state.
“In last meeting, children hospital, allotting new road, constructing common room for girls in Degree College was taken, but the decision did not make any headway. It was confined to the board meeting only,” he said.Against the 23 decisions taken during 2015-16 under the Chairmanship of the then CM Mufti Mohd Syed, he said only four decisions viz constitution of committee , Convergence of NREGA, Science block for degree college, Coordination of Div Com with Developmental activities have been shown as implemented and none of the other decisions of public importance have been implemented so far and in the implementation report it has been mentioned that the matter stands taken up with higher authorities or with Administrative department. “The developmental schemes do not reach to the people on ground as is evident from the Action Taken Report (ATR) where most important decisions taken in DDB in previous year have not been implemented so far.”Questioning the utility of DDBs, he said that when the decisions and plans are not implemented what is the relevance of these meetings.“To make the DDBs real, government is to be made accountable,” he said.He said that the government of India brags about development of the state, but does not release funds fully after announcements, especially for flagships schemes.
