District Administration, Udhampur, has initiated process for formulation of Master Plans of Panchayats beginning with survey of available amenities, infrastructure, institutions and establishments; and plan for future development. A detailed land-use plan is also being formulated.District Development Commissioner, Dr Shahid Iqbal Choudhary chaired a meeting of all District, Sub-Division and Block level officers of 14 line departments to initiate the process of resource base assessment, formulation of conservation and development plans and mapping of all infrastructure available which will form a baseline for development planning.The Master Plans will be prepared for all 204 Panchayats under the "Gram Uday se Bharat Uday" Abhyan launched  by Central Government and State Government for empowering  village economy leading to overall national development. The basic survey of available amenities will be completed on 24th April which will be followed by formulation of plans after a detailed field exercise.Nodal Officers for formulation of Master Plans have been appointed for all the blocks which include SDMs Ramnagar, Chenani, Dudu and Basantgarh, Chief Agriculture Officer, DFO Social Forestry, District Social Welfare Officer, Chief Horticulture Officer, District Panchayat Officer, Dy Registrar Cooperatives and other district offices for 17 CD blocks to be assisted by concerned Block Development Officer.

The Directory of Assets will be formulated by all the departments jointly.The departments will also hold Gram-Sabhas in all 204 panchayats to assess the available infrastructure and requirement of asset creation. Stress is being laid on land development, minor irrigation, water harvesting and village connectivity. High density cropping is also being taken up in current year under various sectors. Departments of Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, ICDS, Social Welfare, Forests, Social Forestry, Rural Development, Revenue, EM&RE, PHE, PWD, IWMP, DRDA and allied sectors will be providing inputs for baseline survey and formulation of Panchayat Master Plan.District Administration has also deputed 8 observers to oversee the celebrations of Gram Uday se Bharat Uday Abhiyan and its desired outcomes for village development in the current  financial year. Dr Shahid directed the officers to ensure coverage of all assets for effective participatory planning and development in the villages.ADC Angrez Singh Rana, CPO Rakesh Jamwal, ACD Joginder Singh Rai, ACR Rajiv Magotra, SDMs, District Officers, Tehsildars, BDOs, CDPOs, AEEs and other field officials attended the meeting.
