The Cabinet in its meeting held here today accorded approval to fill up around 1900 posts in various departments. These include 1500 posts of police constables on regular basis through direct recruitment.Chief Minister Virbhadra Singh presided over the meeting.The decision was made to upgrade CHC Killar and Bharmour in Chamba district to 50-bedded civil hospitals. The decision was also taken to upgrade PHC Nohradhar in Sirmour district and PHC Dhar Gaura in Shimla district as Community Health Centres besides increasing the bed strength of Regional Hospital Reckong Peo to 125. In another major decision, the Cabinet approved enhancement in stipend of Senior and Junior Resident doctors and DM/PG students.The Cabinet also approved Health Sub-Centre at village Chadogra in Shakra panchayat of Mandi district and opening of PHC at Khanag in Ani block of Kullu district. It also upgraded Health Sub-Centre Trai to Primary Health Centre (PHC) level in Mashobra block of Shimla district besides up-gradation of PHC Mashobra to Community Health Centre (CHC). A PHC has also been approved to be opened at Vikasnagar in Shimla town.

It gave its nod for creation of School of Public Health at Tanda medical college and taking over the Regional Health and Family welfare Training Centre at Chheb in Kangra district for establishing this school.Under the free drug policy, the Cabinet decided to provide 66 items including 56 drugs and 10 consumables free of cost to all the patients in all government health institutions.The Cabinet approved constitution of Himachal Pradesh Govansh Samvardhan Board for preservation, welfare and development of cow species in the State. The Chief Minister had made this announcement in his last budget speech.It approved to create two new Patwar Circles at baryogi and Namlai in Mandi district along with creation and filling up of requisite posts.

The Cabinet agreed to invite tenders for supply of school uniforms to students of class 1 to 10 under Mahatma Gandhi Vardi Yojana for next two academic sessions.It gave nod for revision of Sujanpur and Jogindernagar planning areas.

The decision was taken for formation of the joint venture company- “Himachal Pradesh Solar Power Corporation Limited” for implementation of 1000 MW Solar Park in Spiti valley in Lahaul-Spiti district.Approval was given for renewal of lease of government land in favour of M/S Jai Prakash Venture Limited for Baspa-II hydro power project in Up-Mohal Dharbadang of Kinnaur district.  It was decided to allow change of elevation/ capacity enhancement and addition of nallah in favour of Chatri, Chenni and Kamil-II small hydel projects.Approval was granted to restore Rawin (1 MW) small hydro electric project in district Shimla after fulfilling certain conditions including depositing of restoration, extension security charges and processing fee etc.The cabinet decided to declare Gohar-I, Gohar-II, Jena Raugi and Bata small hydroelectric projects as unviable as these projects are not technically and financially viable. Besides, the Nahogi project was also cancelled being unviable. It also decided to cancel Sapangani and Behali projects in Kullu district due to non-seriousness of the independent power producers which was resulting in revenue loss to the State exchequer in the shape of power.

The Cabinet approved Solar Power Policy-2016 for setting up of solar photovoltaic projects in the State.The ex-post facto approval was given to impose complete ban on the sale of single stick/loose cigarette and Beedi in the State. The Health Department has been asked to draft legislation for registration of retailers of tobacco products.The ex-post facto approval was also given for extension of agreement for operationalising National Ambulance Services in the State for a further period of three months.It approved the agreement between the State Government and M/S HSCC (INDIA) Ltd., a Public Sector Enterprise under Union Ministry of Health and Family Welfare for providing consultancy services for preparing detailed project reports, design and detailed engineering and project management for health infrastructural projects.The decision was made to transfer land belonging to Regional Horticulture Research and Training Station, Mashobra in Shimla district in favour of Public Works department for the construction of Rest House on cost basis.

The opening of Cyber Crime Police Station at Shimla along-with creation of 10 additional posts of personnel was also approved during the meeting.

A decision was made to take over Sri Triloki Nath temple of Udaipur in Lahaul-Spiti district under government control.The decision was taken to change the name of the Government Industrial Training Institute, Chintpurani as Government Industrial Training Institute, Chintpurani at Nehrian in district Una.

The Cabinet approved opening of new ITI at Nainidhar in Kumarsain tehsil of Shimla district.

The decision was taken to give interim government guarantee in favour of HIMUDA for raising loan of Rs. 36.24 crore from HUDCO for purchase of land.

The clearance was given for filling of 11 posts of different categories in Urban Development Department.It also approved up-gradation of Nagar Panchayat Mehatpur-Basdehra in Una district as Municipal Council and to up-grade the post of Secretary as Executive Officer.The Cabinet decided that PDS ration would be supplied to all residents only after verification of draft ration cards in February, 2016.The decision was taken for amicable settlement of claims/disputes of work of widening and strengthening of Theog-Kothkhai-Kharapathar-Rohru and kumarhatti-Sarahan-Nahan roads with the concerned constructing companies under Himachal Pradesh State Road Project.The Cabinet gave approval for opening and up-gradation of 24 health institutes. It also approved creation and filling up of eight posts in four HSCs, 15 posts for five PHCs, 77 posts for seven CHCs, 10 posts each for Civil Hospitals Shahpur and Ratti in Kangra district on contract basis.

The Cabinet gave its consent for promotion of mixed land use in planning and special areas of the State which will give big relief to the people.

 The approval was given to create and fill up various posts of faculty members in three new medical colleges to be opened shortly in the State.The Cabinet decided to change the nomenclature of H.P Subordinate Service Selection Board, Hamirpur as Himachal Pradesh Staff Selection Commission besides filling up of 27 posts of different categories in the Commission.The Cabinet gave approval for giving re-employment to the teaching faculty of two Medical Colleges who are likely to retire in 2016 on case to case basis. The age of superannuation for medical faculty of IGMC, Shimla and Tanda Medical College including Principal and Director, Medical Education has been retained as 62 years. Whereas faculty members i.e. Professors, Associate Professors opting for posting to Nahan, Hamirpur or Chamba Medical colleges would be given extension in service up to 65 years on case by case basis. However, after 65 years of age, they would also be considered for re-employment. They would not be eligible for holding administrative position after 65 years.The Cabinet decided to fill up three posts of Excise and Taxation Officer and 17 posts of Excise and Taxation Inspectors through direct recruitment.It decided to create and fill up six posts of Kanungo and 45 posts of Patwari in Rampur, Chirgaon Tehsils and Nankhari sub-tehsil in Shimla district.The decision was taken to fill up 17 posts of Junior Engineers (14 as JE Electrical and 3 as JE Mechanical) by promotion from the feeding categories in relaxation of R&P rules against the quota of direct recruitment (batch wise).

It approved creation of one post of Additional Director (I.T) besides creation and filling up of 10 posts of Junior Office Assistants (IT) on contract basis in Directorate of Land records.It was decided to fill up one post each of Senior and Junior Refractionist in Ophthalmology department of IGMC, Shimla, creation of post of Radiographer at CHC Rajpur in Sirmaur district and filling up of vacant post of dietician in IGMC, Shimla on contract basis under Rogi Kalyan Samitis (RKS). It also approved creation of one post of Ward Sister at CHC Kataula in Mandi district, filling up of seven posts of Pharmacists through RKS on outsource basis.It approved filling up of the vacant posts of Research Officer, Assistant Research Officer and creation of posts of Junior Office Assistant (IT) in Economics and Statistics Department. It also approved to fill up one post of Programme manager, two posts of Programme Officers and one post of Accounts Officer and to up-grade the post of Special Nutrition Officer to Assistant Director, Nutrition in Department of Women and Child Development.The approval was also given to fill up eight posts of different categories in Himachal Pradesh Waqf Tribunal at Dharamshala.

The Cabinet decided to fill up as many as 64 posts of different categories for jails in the Prison department.

It approved to upgrade seven posts of Fisheries Field Assistants to Farm Assistants in Fisheries department.The decision was taken to fill up two posts of Assistant Professors and one Tabla Instructor in newly opened Jawahar Lal Nehru Degree College of Fine Arts in Shimla.It also decided to up-grade Sub-Tehsil Aut  as Tehsil.The approval was also granted to create and fill up 12 posts in Dharmashala Municipal Corporation along-with purchase of two vehicles.The permission was granted for filling up five posts of various categories for newly constituted Nagar Panchayat Jawali in Kangra district.

It approved to provide land on lease to Employees State Insurance Corporation for setting up of ESIC dispensary at Tahliwal in Una district.It also gave approval for framing the Rules for the Himachal Pradesh State Commission for Protection of Child Rights, 2015.The decision was also taken to frame the new H.P Press Correspondents Accreditation and recognition Rules, 2016 by repealing the existing rules.
