Nirmal Gupta Chairperson J&K, State Social Welfare Board has appreciated the Prime Minister, Narendra Modi and Union Minister for Women and Child Development,  Ms. Maneka Gandhi, as well as Executive Director, Central Social Welfare Board, Ms. Neelam Bhardwaj, for revising the Rajiv Gandhi National Crèche Scheme (RGNCS) for Children of Working Mothers.Under the revised norms the salary of the Creche Teacher and worker have been enhanced from the existing Rs 1,000 to Rs 3,000 and Rs 1,500 respectively, per month and the nutrition charges have been up-scaled from Rs 2.08 per child to Rs 12 per child per day. Under the revised guidelines, it has been made mandatory for conducting regular medical check up of the children in these Centres, at least every three months, and first aid kits have been made mandatory at the Centres.

Moreover, an innovative method of Mobile/web based monitoring has also been launched, so that the functioning of these Creche Centres can be effectively monitored. It has also been mandated on the NGOs to arrange indoor and outdoor play material for the children. Dr. Gupta said that there are 694 Creche Centres in the State being run by J&K State Social Welfare Board through 103 Non Governmental Organisations with the financial support of Central Social Welfare Board and she stated that it had been the pressing demand of the parents of the Children, as well as NGOs that the norms for Creche Centres should be revised. The NGOs associated with Social Welfare Board have appreciated revision of the norms of the Scheme, which will go a long way in effective implementation of the Scheme, which is meant for the downtrodden families.
