Minister of State for Home Affairs Kiren Rijiju has encouraged young officers to become the ‘Flag Bearers’ of social change and champions of good governance. Addressing the Valedictory Function of the 90th Special Foundation course for the IPS officers at the Haryana Institute of Public Administration (HIPA) in Gurgaon today, Shri Rijiju said, “as an agent of change you must sow the creative seeds for furthering the progress of this great nation, which is known for unity in diversity.”Encouraging the budding police officers, he said that diligence, honesty and efficiency will have a big role to play in the personal and professional lives that they will have to deal with in various capacities while holding important position in the district of their respective States.The 15-week residential training course from September 13, 2015 to December 24, 2015 was conducted for 77 IPS officers belonging to various state cadres of the 2010, 2012 and 2013 batches who did not attend the regular foundation course with their batchmates. 

Out of these 15 weeks, 13 weeks have been devoted for the academic inputs to teach important subjects like Law, Economics, History, Constitutional & Politics, and also Public Administration besides the needed inputs in Languages & ICT. One week village visit was also organised to study Socio-Economic Scenario of the Villages. During training they have been involved in number of extracurricular activities like Games, Cultural Functions and Social Services to ensure for their all round development of their personality. As important part of training they were sent for Trekking in Hamta Pass, Himachal Pradesh for a week.Shri Rijiju said the objective and purpose of this course is to groom these officers in such a way that they acquire requisite knowledge, skills, attitudes, values and the administrative acumen required for the efficient discharge of their duties. Shri Rijiju congratulated Director General HIPA Shri S.P. Gupta and his team for the successful completion of this course. HIPA, as a Nodal Agency of the State of Haryana, is involved in designing intensive, detailed training scheduled for Induction Training Programme of IAS, IPS, IFS officers and the other Central Services and State Civil Services of the State with a vision to upgrade qualities of professionalism, responsiveness, integrity and courage amongst Civil Servants.
