The State Vigilance Commission has ordered for Regular Departmental Action against Block Development Officer (BDO) Sopore and Village Level Worker (VLW) Tarzoo for alleged misuse and misappropriation of Government funds released under MGNREGA Scheme.Earlier, the State Vigilance Commission while proceeding on a complaint lodged by inhabitants of village Tarzoo (Sopore) through Ghulam Mohi-ud-Din (Dy. Sarpanch) and others against VLW Tarzoo, Sarpanch, and others, in connection with irregularities committed by the aforementioned public servants in execution of development works under MGNREGA Scheme  during the year 2012-13 ordered enquiry by Director Rural Development.Report received from Director Rural Development Kashmir (Departmental Vigilance Officer), revealed that funds for construction of toilets with soakage pits were released in order to enhance the sanitation of village Tarzoo, Block Sopore under MGNREGA Scheme but, the toilets were constructed without soakage pits, with the result the very purpose of the Government scheme got defeated, thereby prima-facie establishing charges of dereliction of duties bordering on criminal neglect on the part of the said BDO and VLW.The State Vigilance Commission taking serious note of the issue observed that it was responsibility of the concerned BDO and VLW to ensure that the works are executed as per the approved plan and the expenditure incurred for the purpose for which the funds were released by the Government.  Accordingly, the Commission orders for initiation of Regular Departmental Action under Civil Service Rules against the delinquent public servants by the Commissioner-cum-Secretary Rural Development Department.
