Minister of Education, Naeem Akhtar, Thursday said the state government will offer infrastructure of the Education Department to unemployed youth who can and want to start tuition centres or evening classes there and earn a livelihood.Mr Akhtar said the teachers, who are working with the Education Department, will not be allowed to give private tuitions during winters and disciplinary action, including termination from services, will be initiated against the violators.Underscoring the need for stopping private tuition centres for bringing accountability among the government teachers, he said the move will also address the problem of unemployment in J&K.

"We will open our school buildings to educated, unemployed youth who can run tuition centres during winters or start evening classes there. We have a large pool of talented youth who are running from pillar to post to earn a livelihood. This step will help in addressing their problem of unemployment to some extent," Mr Akhtar said.He said the department of education will conduct a screening test for such teachers before they are allowed to start these facilities. "Such candidates will have to pass the screening test before they can start coaching the students," he said.The Education Minister said the teachers should mandatorily keep a lesson plan with them from the next academic session and constantly record the performance of students, failing which strict action will be taken against them.

"Teachers should check the homework of students regularly. They should mark out corrections using red pen and also write down the correct answer in their own handwriting. These small steps will lead to a bigger change that will change the destiny of Jammu and Kashmir," he said.Regretting the lack of accountability among the teacher fraternity, Mr Akhtar said: "No one owned the government schools. When I took over as the Education Minister, the department had turned into a transfer industry for contractors and employees. But I have taken up this challenge and with the help of the stakeholders, I will change this system," he said.
