To improve the maintenance of the Focal points of the State, the Special Purpose Vehicle as notified by Department of Industries and Commerce would take over the maintenance and upkeep of the Infrastructure of the Focal Points. This was discussed during a meeting of the committee notified under Punjab Industrial Infrastructure and Maintenance Act under the Chairmanship of Mr. Sarvesh Kaushal, Chief Secretary Punjab.During the meeting, Chief Secretary was informed that over the years, 28 Industrial Focal points have been developed in Punjab and to tackle the problems of maintenance of these Focal Points; Government of Punjab had enacted the Punjab Common Infrastructure (Regulation & Maintenance) Act, 2012 for maintenance of Industrial areas by the associations of the members of the respective areas. As per the provision of the Act, the Department of Industries and Commerce, Punjab has issued notification for formation of Special Purpose Vehicle for the maintenance of Industrial Focal Point, Phase-IV , Ludhiana constituting SPV named Focal Point Industrial Infrastructure Development Association, phase-IV, Focal Point Ludhiana. 

The Chief Secretary directed Municipal Commissioner Ludhiana to immediately authorize the SPV to collect service charges and also to maintain the Focal point as per the provisions of the said Act.  The Special Purpose vehicle would take over the maintenance and development of common facilities like Roads, Parks, Street lights, Water Supply, Sewerage and garbage etc of the area mentioned in the notification.  The Special Purpose vehicle would collect service charges from the members to maintain the services. SPV is also entitled to receive the funds from the State Government.In the end, Chief Secretary directed all the stakeholders of the act i.e. Department of Local Government, Department of Industries and Commerce to implement all the provisions of the Act in its true spirit so that Focal Points of the State could be well maintained for the Industry to flourish in the State. The meeting was attended by Mr. Anirudh Tewari, IAS, Principal Secretary Industries and Commerce, Mr. G K Singh, IAS, Municipal Commissioner Ludhiana, Mr. Amit Daka, IAS, MD, PSIEC and other officials from the concerned department.
